WorkOrderReference is matched against the work order reference, which is the OrderNumber
supplied when the work order was created.

Completion is always recorded as not a first time fix and against an unknown slippage reason, because Total
Mobile does not supply either value.

Dates may be supplied either as ISO 8601 or as dd/MM/yyyy HH:mm, and are read as UTC. Dates on the response
are returned as ISO 8601.

Requires the Work Order Complete permission.
